Generally during an arctic outbreak, you can expect your temperatures to be 10 to 20 degrees below your average temperature. So an arctic outbreak in January will usually be colder than one in March, etc. Depends on what your average temperatures are.
By March 1 our average is about 62.
ours i believe is lower in march here in virginia
i do not know but it was not that cold this winter but very cold last winter in 2010-2011
