I wouldn't dwell to much on this bc in the next couple of months this will change. i personally would check it late october to november. these long range forcast have less than a 20% accuracy rate anyway so i wouldn't worry to much. they base there long term on similar looking patterns of previous years which almost never have the same outcome.

Has of a Neutral year usually PNW has a Severe winter has it shows on that KOMO blog except they forgot to mention one year that was neutral 2008-2009 was a Neutral winter and it was hardcore once got 6 inches of snow the only year that was neutral and did not bring crap was this past one which was stupid but it seems it may playout that way this winter again Neutral winters have the pacific jetstream usually pointing at the Northwest but it can vary but temps are EC the concept with it is a it can have hard hit storms but it can have El Nino like effects were it's Dry and Warm for a good time but the storms are stronger than what a Nina would bring it.
But plz if you read this let me know about your thoughts I know it's early but come om most predict and Warm but Wet winter for most of U.S. Jemstic is saying Warm for all United States but Wet on some parts like the Northwest and Great Lakes. I really think this winter may mess up for the entire U.S.
