 Post subject: Wet or dry moon?

My father frequently spoke of a "wet" or "dry " moon.
It had something to do with the tip, (or lack of), the crescent phase of the new or old phase of the moon.
Confusion exists in this.
If the "horns" of the crescent were equally pointed up, that ment that the moon was holding water. Consequently the moon was (?) holding back the water from the earth=a "dry" moon---or, the moon was "wet", providing more rainfall for that month.
Or; if the horns were tipped, therefore allowing the water to spill out, it would be a "wet" moon/ rainy month on the earth---or---the moon had let all the water spill and it was a "dry" moon and we would have to water the garden.
Such a confusing philosophy for a six year old.
I could never get him to clarify the "science" of his wisdom. All I seem to hear was, "Boy! Go get the hosepipe."
Any assistance in clearing up this conumdrum would be appreciated. It has vexed me for half a century and more.

Hi :)
I had never heard those terms before so I had to do some digging around. Here is a link to Wikipedia that explains both terms. The dry moon is also known as the Cheshire Moon (cat's grin I guess :D ). I thought I would post the link for you as there are some interesting links you can check out.
